Why not a High-Rise Trailer Park?
They could build a skyscraper framework, but instead of putting up walls and stuff, just move in trailers and mobile homes onto the the floors! You could give the building fancy addresses like One Jerry Springer Plaza and Morton Downey Jr. Place!! Trailers of the Stratosphere!!****
